Although NLM hosts the repository for value sets (VSAC), including value sets specified in eCQMs, and NLM is the central coordinating body for clinical standard terminologies (SNOMED CT, RxNorm, LOINC), NLM does not create the rules, measures, guidance or value sets for the measures.
